Problem with Programming SPI Flash memory via Xilinx Impact Tool

Hello

I have a problem with programming SPI FLash memory via Xilinx Impact Tool. I am using ZTEX 2.13d board and ISE 14.2. The flash installed here is S25FL127S and it doesn't seem to be supported in ISE 14.2. I have tried the method described in this link but it hadn't solved the problem.

I also tried to use DeviceServer and FWLoader and it said the FPGA is configured, but the led is green. The first time, I can download the FPGA bit file to Flash using FWLoader, but in the next trial, it failed.

I also tried to change the Flash with some chip I familiar with, but the problem still the same.

What do I do wrong? Or maybe is there something to do with Coolrunner Xc2c32 chip (for example, a bit file for the chip)?
